Ministry of Religious Affairs of Temanggung Regency Participated in Basic Level of Training for Procurement of Goods/Services at BP-ULP Undip

Procurement of government goods/services is not only a process of obtaining providers, but also has important and strategic role in the implementation of development. Procurement of goods/services is a form of public service which enhances regional and national economy.

BP-ULP (Procurement Service Unit Management Agency) Diponegoro University held  Basic Level of Training for Procurement of Goods/Services in April 7th-9th 2021 with online learning participants from Ministry of Religious Affairs of Temanggung Regency.

Present as a resource person on the second day (Thursday, 8/4), Dr. Hery Suliantoro, ST., MT., as Director of Assets and Development at Undip, Undip educators as well as procurement researchers in Department of Industrial Engineering and Civil Engineering.

In his material, he said that the types of guarantees for procurement of goods and services include bid guarantees, appeal rebuttals, implementation guarantees, down payment guarantees, and maintenance guarantees. “Bid guarantees, only for construction work for a total value of price of goods/services at least over ten billion. Its amount is between 1% to 3% of the total value of price of goods/services. For integrated construction work the amount is between 1% to 3% of the budget ceiling value. While the appeal rebuttal is only for construction work, the amount is 1% of the total value of price of goods/services, and for integrated construction work the amount is 1% of the value of the budget ceiling,” he explained.

In identifying needs, one must pay attention to the principles of efficiency and effectiveness, aspects of sustainable procurement, assessment of priority needs, goods/services in electronic catalogs, procurement consolidation, and goods/services that are already available. The identification of the need for goods/services is further categorized according to the type of procurement, namely goods, construction work, consulting services, other services or integrated work.
