In establishing digital culture, infrastructure must be prepared starting from regulations, finance, devices, human resources, and data. Development of infrastructure starts from those that are really useful for the public such as in the field of economics, information on pandemic, etc. Literacy must be intensely and continuously implemented to prevent misuse of digital media such as hoaxes, fraud, etc.
