UNDIP Builds Integrity Towards Corruption-Free Area / Serving Clean Bureaucracy Region

Recently the Ministry of Education and Culture (Kemendikbud) carried out Monitoring and Evaluation Activities for Development of an Integrity Zone towards a Corruption-Free Area / Serving Clean Bureaucracy Region (Wilayah Bebas dari Korupsi / Wilayah Birokrasi Bersih Melayani) at Diponegoro University on Friday (27/11).

The monitoring and evaluation activities takes place in the 2nd floor of Rector’s Meeting Room, Widya Puraya Building of UNDIP Tembalang campus. The chairperson of the meeting is Vice Rector II, Prof. Dr.rer.nat.Heru Susanto, ST., MM., MT. as representation of UNDIP Rector. The event is attended by Bureaucratic Reform team of the Directorate General of Higher Education, Ministry of Education and Culture, chaired by Mohammad Ali Akbar.

The Ministry of Education and Culture has designated 14 legal entity state universities including UNDIP as the Intervention Area for the implementation of Integrity Zone to get the title of a Corruption-Free Area (WBK) / Serving Clean Bureaucracy Region (WBBM) in 2020. Designating universities as an Intervention Area of Corruption Prevention National Strategy, it aims to carry out bureaucratic reforms in order to organize the higher education governance and to prevent deviations by improving the quality and integrity of education services.

In his remarks, Mohammad Ali Akbar expressed his appreciation to UNDIP, especially for Faculty of Engineering, which is so serious about carrying out its mandate to bring UNDIP to the title of Free Area from Corruption (WBK) / Serving Clean Bureaucracy Region (WBBM) in 2020. In general, 5 (five) areas leading to a Corruption Free Area (WBK) are conveyed, namely change of management, governance arrangements, structuring HR management systems, strengthening performance accountability, and strengthening supervision.

Representing UNDIP Rector, Prof. Heru, Vice Rector II of UNDIP, expressed his gratitude for the assistance that has been given in order to prepare UNDIP towards the WBK/WBBM area. Many efforts have been made towards WBK/WBBM with 8 (eight) steps so that the program runs efficiently and optimally. The first step is change of management by holding workshops and training. The second step is strengthening the HR management system by developing information systems and coaching state civil apparatus (ASN). The third step is organizational/institutional strengthening, by compiling Rector’s Regulation on the Organization and Work Procedures of the Elements under the Rector, in effective and efficient way as ‘a simple structure but rich in functions’. The fourth step is strengthening laws and regulations by making regulations that encourage the achievement of WBK/WBBM. The fifth step is strengthening governance by compiling business maps, e-government, e-office. The sixth step is strengthening the supervision system. The seventh step is performance accountability, and the eighth step is strengthening public services by providing Integrated Service Unit (Unit Layanan Terpadu/ULT) facility to manage complaints, to improve service excellence, and to conduct satisfaction survey of the community and other stakeholders. Moreover, to build WBK/WBBM there needs to build integrity. “It is hoped that all employees, especially those who hold structural and functional positions to not only have competence and skills, but also have high integrity as an effort to prevent irregularities and corrupt practices”, explained Prof. Heru.

In line with the ideas mentioned, Dean of Faculty of Engineering, Prof. Ir. M. Agung Wibowo, MM, MSc, PhD. expressed the pride of Faculty of Engineering being selected as a pilot project towards WBK/WBBM 2020. Many things are done, such as morning roll calls, prayers, and morning cheerful chants. Besides that, there is also staff and official rotation programs to minimize gaps or deviations just in case if they occupy a particular place or position for too long period.
